A lawful evil character methodically takes what he wants within the limits of his code of conduct without regard for whom it hurts. He cares about tradition, loyalty, and order but not about freedom, dignity, or life. He plays by the rules but without mercy or compassion. He's comfortable in a hierarchy and would like to rule, but is willing to serve. He is loath to break promises, and is therefore very cautious about giving his word unless a bargain is clearly in his favour.
This reluctance comes partly from his nature and partly because he depends on order to protect himself from those who oppose him on moral grounds. Some lawful evil villains have particular taboos, such as not killing in cold blood (but having underlings do it) or not letting children come to harm (if it can be helped). They feel these personal morals put them above unprincipled villains.
Many lawful evil characters use society and its laws for selfish advantages, exploiting the letter of the law over its spirit whenever it best suits their interests.
Like the hero of [Kafka's The Trial], the Jew is engaged in a long trial. He does not know his judges, scarcely even his lawyers; he does not know what he is charged with, yet he knows that he is considered guilty; judgment is continually put off -- for a week, two weeks -- he takes advantage of these delays to improve his position in a thousand ways, but every precaution taken at random pushes him a little deeper into guilt. His external situation may appear brilliant, but the interminable trial invisibly wastes him away, and it happens sometimes, as in the novel, that men seize him, carry him off on the pretense that he has lost his case, and murder him in some vague area of the suburbs. - Jean Paul Sartre
Process is an embedded reaction to prior stupidity. When I was CTO of a web design firm, I noticed in staff meetings that we only ever talked about process when we were avoiding talking about people. "We need a process to ensure that the client does not get half-finished design sketches" is code for "Greg fucked up." The problem, of course, is that much of this process nevertheless gets put in place, meaning that an organization slowly forms around avoiding the dumbest behaviors of its mediocre employees, resulting in layers of gunk that keep its best employees from doing interesting work, because they too have to sign The Form Designed to Keep You From Doing The Stupid Thing That One Guy Did Three Years Ago.
